Site SHEQ, Compliance & Assurance Manager (290dm) – Bridgewater- Hinkley Point - £55.000 Base

The Site SHEQ, Compliance & Assurance Manager will provide site-based leadership for health, safety, environmental, quality and work-control assurance across project delivery, maintenance and operational activities.

DUE TO THE NATURE OF THIS RECRUITMENT CONSULTANCY, WE ARE ONLY ABLE TO REPRESENT INDIVIDUALS WHO ARE EX MILITARY.

The role will coordinate the Work Authorisation Form (WAF) process, assure implementation of approved RAMS and site controls, conduct compliance inspections, maintain assurance records, identify and escalate material risks, and represent the business at relevant site governance forums.

The role provides independent challenge and assurance while operational managers remain accountable for safe and effective delivery.
Technical design approval and engineering acceptance remain with the relevant authorised engineering authority.

Key Responsibilities
SHEQ & Work-Control Assurance
•Provide visible site-based SHEQ, quality, compliance and work-control assurance.
•Conduct planned and reactive inspections, observations and assurance checks.
•Monitor compliance with approved procedures, RAMS and site requirements.
•Ensure RAMS are current, approved, communicated, understood and implemented.
•Verify briefings, inductions, competence and work controls are in place before work starts.
•Intervene or require work to pause where significant safety, environmental, quality or compliance concerns arise.
•Support incident, near-miss and compliance investigations, including root-cause analysis and corrective actions.

WAF Coordination
•Coordinate the preparation, submission, approval, tracking and close-out of WAFs.
•Ensure submissions are complete, accurate and supported by the required technical and SHEQ documentation.
•Challenge inadequate submissions and ensure necessary approvals are obtained before submission.
•Maintain the WAF register, including status, approvals, constraints, expiries and close-out evidence.
•Liaise with planners, supervisors, engineering, project management and relevant stakeholders to resolve issues and manage risks.
•Provide regular WAF status and risk reporting.

Quality & Technical Assurance
•Carry out quality inspections against approved designs, drawings, specifications and procedures.
•Ensure inspection, testing, commissioning and completion evidence is controlled and traceable.
•Manage NCRs, improvement recommendations and observations through to verified closure.
•Escalate technical defects, departures or concessions to the appropriate engineering authority.
•Support audits and assurance reviews by providing accurate evidence.

Environmental Compliance
•Monitor environmental controls including waste management, spill prevention, storage/handling and environmental incident reporting.
•Support ISO 14001 arrangements and applicable environmental requirements.
•Attend relevant environmental governance meetings and communicate actions and risks.
•Support environmental investigations and track corrective/preventative actions to completion.

Governance, Reporting & Records
•Maintain accurate, controlled and traceable assurance records covering RAMS, WAFs, inspections, audits, incidents, environmental records, NCRs and corrective actions.
•Maintain a consolidated compliance action register with owners, deadlines, escalation status and closure evidence.
•Produce monthly compliance and assurance reports covering inspections, incidents, environmental events, WAF status, audits, NCRs, overdue actions and emerging risks.
•Prepare reports relating to incidents, environmental events, safety breaches, audits and compliance matters.
•Represent the business at relevant compliance and assurance forums.

Training & Continuous Improvement
•Support toolbox talks, briefings and training on SHEQ, WAF, RAMS and compliance requirements.
•Identify recurring weaknesses and recommend improvements to procedures, controls and assurance activities.
•Share lessons learned from inspections, incidents, audits and non-conformances.
•Maintain knowledge of applicable legislation, standards and site-specific requirements, including CDM 2015 where relevant.

Essential Requirements
•Relevant health and safety qualification, e.g. NEBOSH General/Construction Certificate or equivalent.
•SMSTS (Black Hat) certification.
•Experience supervising/coordinating Temporary Works.
•Proven site-based SHEQ, compliance or assurance experience within construction, infrastructure, utilities, nuclear or another highly regulated environment.
•Practical experience with RAMS, safe systems of work, inspections, assurance checks, incident investigations, corrective actions and controlled records.
•Experience with WAF, permit-to-work, work authorisation or comparable controlled-work processes.
•Working knowledge of ISO 45001, ISO 14001 and ISO 9001.
•Understanding of quality assurance inspections, document/design revision control, NCR management and closure verification.
•Understanding of environmental controls, waste management, spill prevention and environmental event reporting.
•Strong reporting, stakeholder engagement and cross-functional working skills.
•Ability to challenge constructively, make sound compliance judgements and escalate concerns promptly.
•Proficient in Microsoft Excel, Word and PowerPoint and relevant document/reporting systems.
•Full UK driving licence.

Desirable
•Internal auditor qualification and audit experience.
•Environmental qualification or relevant environmental compliance experience.
•Experience within a nuclear licensed site, major infrastructure or similarly regulated environment.
•Knowledge of CDM 2015 and construction-phase compliance.
•Temporary Works Coordinator certification.
•Experience with governance forums, action tracking and monthly assurance reporting.
•Membership of a relevant professional body.
