Location: Leeds
Summary
A global project consulting firm that provides comprehensive services across various sectors in transportation is looking to hire a Scheme Project Manager with experience in Change Management in the rail sector to support the implementation of organisational change activities following a recent capability assessment.
Working with clients including the TransPennine Route Upgrade (TRU the role will work closely with senior leadership to plan, coordinate and deliver organisational redesign activities, including operating model changes, governance improvements, accountability frameworks and workforce transition initiatives.
This is a hands-on delivery role focused on turning strategic recommendations into practical, implementable change.
Key Responsibilities
- Coordinate organisational change activity across the Directorate.
- Support organisational redesign, including structure changes, role alignment and accountability mapping.
- Develop and maintain implementation plans, milestones and dependency management.
- Support consultation activities alongside HR, Employee Relations and Trade Union representatives where required.
- Review and update job descriptions, role accountabilities and reporting structures.
- Facilitate workshops, leadership discussions and stakeholder engagement sessions.
- Track risks, issues, actions and dependencies.
- Prepare governance papers, reports and implementation updates.
- Support the development of PMO and Programme Delivery operating models.

Essential Experience
- Experience delivering organisational change and transformation programmes within complex organisations.
- Experience supporting restructures, organisational redesigns and workforce transition activities.
- Strong programme planning, governance and reporting capability.
- Experience developing implementation plans across people, process and organisational change.
- Experience reviewing organisation structures, role profiles and accountabilities.
- Strong stakeholder engagement, facilitation and influencing skills.
- Ability to translate strategic recommendations into practical implementation activity.
- Desirable Experience
- CIPD Level 5 or above, or equivalent change/people qualification.
- Experience within rail, transport, infrastructure or other regulated sectors.
- Understanding of consultation processes and organisational change governance.
- Experience supporting cultural change and team effectiveness initiatives.
What We're Looking For
Candidates who combine strong programme management capability with practical organisational change experience. Individuals who are comfortable working with senior leaders, facilitating discussions, shaping future-state organisations and driving implementation through to completion will be particularly well suited.
Salary / Benefits
Circa £45,000 - £53,000 dependant on level of experience plus:
